Central Bel Air area and surrounding communities.

As of April 2026, the sitting member of Council District B is in dispute.

Aaron Penman (R), elected in 2022, was removed from the seat in February 2025 following a Maryland Supreme Court ethics ruling. Alison Imhoff (R) was appointed to replace him in 2025. On April 14, 2026, the Maryland Appellate Court reinstated Penman, but a Harford County judge had not yet signed the implementing order as of this page’s last update.

State's Attorney

The State’s Attorney is the chief criminal prosecutor for the county. Clerk of the Circuit Court

The Clerk of the Circuit Court is the official record-keeper for the Circuit Court. Orphans' Court

No separate election — Circuit Court judges sit as Orphans' Court in Harford and Montgomery counties. There are no separately elected Orphans' Court judges on the Harford ballot.

Board of Education

The county Board of Education sets school-system policy, approves the operating and capital budgets, hires and oversees the superintendent, negotiates with employee unions, and exercises authority over school construction and facilities under Title 3, Subtitle 6A of the Maryland Education Article.

County Council District B occupancy is unstable. The Maryland Appellate Court reinstated Aaron Penman (R) on April 14, 2026. As of publication the seat’s day-to-day occupant depends on a Harford County judge signing the implementing order — the sitting member may be Penman or appointee Alison Imhoff. Board of Education third appointed seat was not fully confirmed in available sources. The HCPS board page lists Lauren Paige and Liliana Norkaitis among the appointed members; the third appointed seat may be vacant or the roster may be out of date.
