The big picture

One congressional district, from Harford County to the Atlantic.

MD-01 crosses the Chesapeake Bay and runs the length of the Eastern Shore. Harford County is part of the district's western side, and its residents vote for the same U.S. House seat as communities from Cecil County to the Lower Shore.

The next election

November 3, 2026

The MD-01 U.S. House seat will be on Maryland's general-election ballot. Early voting runs October 22 through October 29.

The three groups are working together to bring Oust Andy billboards to Harford County as part of the broader MD-01 campaign. Digital marketing and direct mail are also part of the effort as the budget allows.

Redistricting and MD-01

Question 3 would change the rules for future congressional maps.

Maryland voters will see the proposed Election Districts constitutional amendment on the November 3 ballot. It sets legal ground rules. It does not draw district lines.

What stays the same in 2026

The current MD-01 map remains in place.

The November election will use Maryland's 2022 congressional map, shown above. Question 3 would not move Harford County or any other community into a different district for this election.

What the amendment changes

It would clarify that certain Maryland constitutional standards apply only to General Assembly districts. Congressional boundaries would be governed by applicable federal law. The General Assembly could also give the Supreme Court of Maryland original jurisdiction to review a congressional map.

Why MD-01 residents should follow it

If lawmakers pursue another congressional map, a later process could change which counties and communities share MD-01. Any actual map would still have to be proposed, debated, adopted, and reviewed on its own record.

He voted for the law that changed Medicaid eligibility and financing.

The Congressional Budget Office estimates that the Medicaid provisions in the enacted 2025 reconciliation law will reduce federal spending by $886.8 billion from 2025 through 2034 and increase the number of people without health insurance by 7.5 million in 2034.

Those are national estimates, not a prediction that every Harford enrollee will lose coverage. The local stake is still direct: more than 50,000 county residents were enrolled when Maryland published its county fact sheet.

He voted against the House's Honoring Our PACT Act.

Harris voted no when the House passed H.R. 3967, the Honoring our PACT Act. Congress later enacted the PACT Act, which expanded VA health care and benefits for veterans exposed to burn pits, Agent Orange, and other toxic substances.

The VA calls the enacted PACT Act one of the largest health care and benefit expansions in its history. Harford is home to more than 17,000 veterans.

Prescription costs

He voted against the measure that became the Inflation Reduction Act.

The law changed Medicare prescription-drug costs. In 2026, covered Part D drugs have a $2,100 annual out-of-pocket limit, and a one-month supply of each covered insulin product costs no more than $35.

Not every older Harford resident uses Medicare Part D or insulin. But in a county where nearly one in five residents is 65 or older, Medicare policy is a local cost-of-living issue.

Harford County sits at the headwaters of the Chesapeake Bay.

Chesapeake Bay

He voted to overturn the federal rule defining which waters receive Clean Water Act protection.

Harris voted yes on a resolution disapproving the Environmental Protection Agency and Army Corps of Engineers rule defining “waters of the United States.” That definition determines which waters and wetlands receive federal Clean Water Act protection.

The resolution passed the House and Senate, but President Biden vetoed it and the House failed to override the veto. It did not become law. The local stake is direct: Harford lies in the Chesapeake Bay watershed, with streams and tributaries draining through the Susquehanna and Western Shore basins.

Voter registration

Voted YEA · S. 1383 · February 11, 2026

He voted for the SAVE America Act's nationwide proof-of-citizenship and voter-ID rules.

The House passed the SAVE America Act by a 218–213 vote, with Harris voting yes. The measure would require documentary proof of U.S. citizenship when registering for federal elections, photo identification for in-person voting, and identifying information or documentation with mail ballots.

The Senate adjourned on August 8 without advancing the measure. It has not become law, and Maryland’s current registration and voting rules remain in place. Supporters have said they may try to add parts of it to September budget legislation.

Democratic accountability

Voted YEA twice · January 6–7, 2021

He voted to sustain objections to certified presidential electors.

After the attack on the U.S. Capitol and after Congress reconvened, Harris voted for objections to the electoral votes from Arizona and Pennsylvania.

Both objections failed. The House Clerk records Harris as voting yes on each one, and the Congressional Record identifies the states at issue.

The current campaign

Harford County billboards are the action right now.

The district-wide Oust Andy campaign uses billboards, digital marketing, and direct mail to put Harris's public record in front of more MD-01 residents. DEAR America and Together We Will are working with Eastern Shore Indivisible to bring the billboards to Harford County.

Donations fund billboard placements across MD-01. The campaign also plans digital marketing and direct mail as the budget allows.
